1. Computer Software/Internet

1.1 CFS Audit & Collections - another of their very reasonably priced utility "toolkit" programs. It includes relevant portions of the Internal Revenue Manual, as well as the Collection Standards, IRS ADP Codes (for deciphering transcripts), Select Court Opinions, U.S. Tax Court Rules, Bulletins of the Chief Counsel and the essential forms for practicing in this area.

1.2 The IRS Official Website - www.irs.gov Absolutely phenomenal, this website is now completely searchable. A great place to tap into the Internal Revenue Manual, the MSSP Guides and current topics.

1.3 Tax Analysts - www.taxbase.tax.org Every practitioner has his/her own favorite subscription service, and this is one of my favorites. There is a daily update alert as well as a complete federal tax library.

1.4 BNA Tax Management - www.library.bnatax.com This is the complete BNA portfolio series delivered on the internet (no more filing of all that paper!).

1.5 Spidell Publishing - www.caltax.com Wonderful source for California tax research covering all types of California taxes, PLUS Spidell's monthly newsletter, FAQ's and articles!

1.6 New on Collection Tools - www.pitbulltax.com PitBullTax Software is relatively new on the scene. This web-based software includes most Forms which are used in a tax collection controversy. Its nice feature is that it will permit a back-up schedule tied to ANY line-item on any of the IRS Forms which they support. I keep asking them to add more and more Forms which they are slowly doing.

2. Books/Library Material/Periodicals

2.1 There are three especially helpful BNA Portfolios in the area of tax controversy:

  • Mather and Weisman, 637 T.M., Federal Tax Collection Procedure - Liens, Levies, Suits and Third Party Liability; and 638-3rd T.M., Federal Tax Collection Procedure - Defensive Measures
  • Hochman, Popoff, Perez, Rettig, and Toscher, 636-2nd T.M., Tax Crimes.

2.2 McKenzie, Robert E., Representation Before The Collection Division Of The IRS, Tax Practice Series (© 2010), The West Group.

2.3 Boelter, Arthur H., Representation Before The Appeals Division Of The IRS, Tax Practice Series (© 2010), The West Group

2.4 McKenzie, Robert E., Kole, Karen V. and Outterson, M. Kevin, Representing the Audited Taxpayer Before The IRS, Tax Practice Series (© 2005-2007), The West Group

2.5 Journal of Tax Practice & Procedure, published bimonthly by CCH INCORPORATED, Claudia A. Hill, Editor-In-Chief
